East Side Arts Council on Payne Avenue anchors Saint Paul's east side with free community art programming — including Artmobile, a mobile program that brings no-registration art classes to parks and recreation centers across the neighborhood. The free + mobile model serves kids who can't always get to a traditional studio and families priced out of paid classes.
